Developing the Plan

Each participating jurisdiction must adopt a Citizen Participation Plan that sets forth the policies and procedures for citizen participation. The Citizen Participation Plan is also a requirement of the Consolidated Plan, which consolidates the submission requirements for two federal programs:

This process replaces prior requirements with a single document. The original 1988 Citizen Participation Plan was amended in 1995 to encourage greater participation by Danville residents and amended again in 2002 to comply with federal regulations and make improvements.

Participation

The City of Danville encourages citizens to participate in the development of the Consolidated Plan, amendments to the Plan, and the Consolidated Annual Performance and Evaluation Report (CAPER). The City especially encourages the participation of residents in the targeted areas and residents of predominantly low- and middle-income neighborhoods. Further, the City encourages participation through working with groups, churches, local leaders, and local agencies.

To promote participation, the City provides the Danville Redevelopment and Housing Authority (DRHA) with Consolidated Plan information to be presented during Comprehensive Grant Program hearings and other public meetings.
