[ARCHIVED] City Council will meet in business, work sessions

City Council will meet Tuesday, Feb. 7, in a business session at 7 p.m., followed by a work session. Both sessions are open to the public.

The business session will be held in the Council Chambers on the fourth floor of the Municipal Building, which is located at 427 Patton St.

The work session will be held on the same floor, but across the hall in the Council Conference Room. In work sessions, Council reviews non-routine matters that will be voted upon in future business meetings.

During the business session, City Council will vote on whether to transfer $500,000 from reserves to acquire and construct an alternate emergency entrance and exit to the Pine Tag neighborhood on West Main Street. A public hearing will precede the vote.

Trains periodically block the entrance to the neighborhood for extended periods. When blocked, there is no practical way for the neighborhood to receive emergency services. City staff has explored options for providing an alternate emergency access into and out of the neighborhood. This emergency route is the most feasible option.

The route would extend from Oak Creek Drive and then across a creek and along an existing dirt road to Corning Drive.

 Property acquisition and construction costs are estimated to cost $500,000.

City Council also is scheduled to vote on two other matters:

  • A budget amendment to transfer money from a special revenue fund to start a pilot bike share program. The pilot program would be for three years, with 25 bikes at five stations. City Council will vote on whether to transfer $45,000 for the first year. Sponsorhips will be sought to continue the program.
  • A resolution urging the General Assembly to consider long-term solutions to provide equitable funding for school divisions across the commonwealth.

For the work session, the agenda includes the following items:

  • Discussion of focus areas from the City Council retreat held in October.
  • Discussion of priority economic development projects to be included in a regional plan as required by the federal Economic Development Administration.
  • Discussion of modifying an easement for ingress and egress upon City-owned properties near the Danville Regional Airport.
  • Discussion of revising the municipal code to include a customer credit for water leaks from underground water pipes.
  • Closed meeting as allowed by state law to discuss a prospective business or industry.

River City TV, the city’s government access channel, will air the business session. Watch it live on cable (Comcast channel 10 and Gamewood channel 122) or streaming on the River City TV Facebook page.

River City TV does not air work sessions, but they are open to the public.
