[ARCHIVED] City Council will meet in business, work sessions

City Council will meet Tuesday, Oct. 17, in a business session at 7 p.m., followed by a work session. Both sessions are open to the public.

The business session will be held in the Council Chambers on the fourth floor of the Municipal Building, which is located at 427 Patton St.

The work session will be held on the same floor, but across the hall in the Council Conference Room. In work sessions, Council reviews non-routine matters that will be voted upon in future business meetings.

During the business session, City Council is scheduled to vote on a series of resolutions requesting the Virginia Department of Transportation (VDOT) to allocate $2.3 million for various street improvement projects.

VDOT has requested cities and counties submit applications for funding. VDOT recently changed the program to a biennial application cycle meaning that localities will apply for two application cycles every two years starting this year.

The projects identified by City staff for the first year of the two-year cycle are as follows:

  • Street and right of way improvements on South Union Street between Main and Patton streets.
  • Street and right of way improvements in the 600 block of Main Street between Ridge and Floyd streets.
  • Concrete base removal and roadway reconstruction on Riverside Drive eastbound from approximately 400 feet west of Audubon Drive to Arnett Boulevard.

The projects identified for the second year of the two-year cycle are as follows:

  • Street and right of way improvements on Wilson Street from Bridge to Lynn streets.
  • General street improvements on Riverside Drive and Audubon Drive.
  • Concrete base removal and roadway reconstruction on Riverside Drive eastbound and westbound lanes from Arnett Boulevard to Locust Lane.

The VDOT funds must be matched by local funding.

City Council also is scheduled to vote on several other matters Tuesday night:

  • a request from Danville Doctor’s Building Partnership to vacate a public alley between two parcels at Chambers and Holbrook streets. A public hearing will precede the vote.
  • a resolution requesting VDOT money to extended the City’s trail system in two areas: 1) from Robertson Bridge to Riverside Drive, and 2) from the future Riverfront Park to Union Street Bridge Road via the canal in front of the White Mill. The City would be required to provide a minimum of 20 percent of the total cost for planning and design, right of way and construction of this project.
  • acceptance of a federal grant to aid food service operations at W.W. Moore Jr. Detention Home. It is projected the City will receive $61,219. The amount of funds received may be more or less depending on changes in the daily population.
  • acceptance of a federal grant in the amount of $86,999 to provide for the electronic monitoring and outreach detention programs and contracted pro-social skills group at W.W. Moore Jr. Detention Home.
  • acceptance of a $25,979 grant from the Edward Byrne Memorial Justice Assistance Grant Program. To enhance the tactical response capabilities of the Police Department. The grant requires the City to contribute $39,830 for a total appropriation of $126,829.
  • approval of state and local funding for the Comprehensive Services Act program in Danville. The program serves at-risk children and families.

During the work session, City Council will discuss the following matters:

  • a report from the mayor’s committee regarding the fixed base operator at Danville Regional Airport.
  • a resolution supporting a proposed change in the Virginia State Code regarding storm water regulations.
  • the latest financial update.

River City TV, the city’s government access channel, will air the business session. Watch it live on cable (Comcast channel 10 and Gamewood channel 122) or streaming on the River City TV Facebook page.

River City TV does not air work sessions, but they are open to the public.
