[ARCHIVED] City Council will meet in business, work sessions

City Council will meet Tuesday, Nov. 20, in a business session at 7 p.m., followed by a work session. Both sessions are open to the public.

The business session will be held in the Council Chambers on the fourth floor of the Municipal Building, which is located at 427 Patton St.

The work session will be held on the same floor, but across the hall in the Council Conference Room. In work sessions, Council reviews non-routine matters that will be voted upon in future business meetings.

River City TV, the city’s government access channel, will air the business session. Watch it live on cable (Comcast channel 10 and Gamewood channel 122) or streaming on the River City TV Facebook page.

During the business session, City Council is scheduled to vote on a lease agreement with Norfolk Southern for use of its property on West Main Street near Edgewood Drive. Danville Transit uses the site for a passenger boarding area.

Council also is scheduled to vote on a deed of easement requested for access across a parcel located between the Southwyck Farms and Grove Park subdivisions. The easement would allow for access to adjacent property. A public hearing will be held prior to the vote.

In addition to these votes, City Council will hold a first reading on three matters:

  • An ordinance to appropriate $7.65 million in bond proceeds to fund the various capital projects, including purchase of fire apparatus purchase; various street improvements; elevator, roof, HVAC replacements; purchase of, emergency generators; park facility improvements; electric system line rebuilds and substation upgrades; and bond issuance costs.
  • An ordinance appropriating a grant of $120,000 to assist with the region’s business attraction strategy, particularly with the recruitment of precision metalworking related manufacturing. Tom Loehr, retired executive vice president of Rolls Royce Aerospace, serves as a consultant. The grant is from the Danville Regional Foundation
  • An ordinance appropriating $612,080 required as a local match for two grants for infrastructure development at the Southern Virginia Megasite off Berry Hill Road. The grants total $4.9 million and were provided by the Virginia Tobacco Commission.

A first reading is an introductory step required by City code before certain matters can be voted upon by City Council. This step serves to provide public notice of pending action. Council cannot vote on the ordinance Thursday. The earliest vote that can take place will be the Dec. 4 City Council meeting.

During the work session, City Council will review the latest financial statements and discuss appointments to the Planning Commission, Fair Housing Board, Building Code Board of Appeals and Employee Retirement System Board.
