[ARCHIVED] City Council OKs release of liens on two parcels

The City Council at its meeting on Tuesday voted to release existing liens, tax delinquency and other debt on the two blighted properties at 120 and 122 Kemper Road and 124 and 126 Kemper Road.

The move gives the owner, Danville Neighborhood Development Corporation, clear title to the two parcels. The parcels were purchased as part of a plan to redevelop the corridor around Danville Community College.

The group is a land-bank entity that acquires derelict and tax-delinquent properties in the city for reuse. The organization takes land — whether through purchase or donation — and tries to build new homes on or find other uses for those properties.

The City of Danville held three liens for nuisance abatement services, as well as delinquent taxes, interest, and collection agency fees of $5,450 that are tied up in bankruptcy.  The City has authority under state law to release the liens to allow for the transfer of the parcels to an unrelated owner.  

The corridor around Danville Community College is just one of the entryways into Danville that is being targeted for improvement.
